Here's what's available from the first pass at working this (above is the more recent).  The change in approach seems to be:

• Focus on getting electronic copies up.  Later or intermittently look at OCR.
• Don't try to use PDF's.  The tools I have available don't produce quality and/or they're just too big.
• Put out the page images as JPGs and thread them together with minimal HTML.
• Work out a process to streamline the scanning process.
• Get an inventory of issues of The Second Line on hand, and determine which ones are missing.
